Conclusions
The Multiple Streams Theory proposes a more fluid it- erative approach to policy making which reflects the dy- namic nature of the diabetes policy process in Ireland and the effects of unexpected shocks to the system. The results highlight the limitation of rational policy making in the face of organisational and fiscal upheaval. The outcome of the EAG process could be viewed as incre- mental progress towards implementation as a number of EAG proposals continue to evolve as part of the National Clinical Care Programme for Diabetes. This may represent the opening of a new policy window for diabetes services in Ireland, the challenge will be maintaining momentum and interest in the absence of dedicated resources.
