A few highly positioned GSS members expressed
commitment to a set of values and
beliefs which reflect the present organizational
structure of NSOs. As one respondent
suggests:
Today we operate with a network of laws
which, in my view is very appropriate to
support the success of the sport . . . We do
not intend to mess up the whole sport system
with this new bill and we do not plan to
redene the sport on a new basis. (Respondent
from the GSS)
Finally, the lack of institutional pressures for
well-planned activity and efcient management
in combination with very centralized
decision-making in the hands of amateur
administrators seems to discourage NSOs
from unambiguously dening performance
targets. A pressing necessity is to commit
resources to long-term plans, especially in
the high performance sector of every sport.
However, the organizations studied have
failed to develop plans which take into
consideration the difcult economic reality
in Greek public spending, outline realistic
performance objectives and identify courses
of action for attaining these objectives.
