ASEAN Integration System of preferences Granted to Vietnams exports by Brunei Darussalam, Thailand and Malaysia.

At the twenty-third meeting of the Coordinating Committee on the Implementation of the CEPT Scheme for AFTA held in Ho Chi Minh City in January 2002, Brunei Darussalam and Thailand formally informed the meeting respectively one AISP item and 19 AISP items being granted to Vietnam which appear in the lists below. AISP rate of Brunei for Vietnam s export is zero percent, and those of Thailand are granting from 0% to 5%. Given that some items are not yet granted CEPT rates, but are granted AISP rates of either 3% or 5%. Many items are exported at multimillion US dollars to Thailand . Malaysia also informed that there would be 173 exported items of Vietnam being granted AISP rates, but not yet legal documents to put these AISP items into practices.

At the twenty-fourth meeting of the Coordinating Committee on the Implementation of the CEPT Scheme for AFTA held in Singapore in 23-24 April 2002, Malaysia formally informed the legal documents on zero percent import rate for 170 items as requested by Vietnam and it will be effective form the first Januaryu 2002. The other AISP giving countries are in the internal consulting stage with related government agencies. It is hoped that those countries will inform the CLMV soon once approved by competent authorities. Thereafter, updated AISP items for Viet Nam will be on line at the www.mof.gov.vn

To accelerate the ASEAN economic integration process, to narrow the development gap among the ASEAN member countries, as well as to encourage full implementation of the CEPT agreement of the new ASEAN members, the original ASEAN members, consisting of Brunei Darussalam, Indonesia, Malaysia, Philippines and Thailand (granting countries), agreed to grant an ASEAN Integration System of Preferences (AISP) to Cambodia, Laos, Myanmar and Vietnam (CLMV - receiving countries). Singapore is not named at AISP granting countries because her almost MFN import duties are already at zero percent.

The AISP existing in parallel with the CEPT Agreement is granted bilaterally on the voluntary basis. According to the decision of ASEAN economic ministers meeting in the last September, the AISP would come into effect by the first January 2002 upon approval by the giving countries for those AISP items requested by CLMV. Basically, terms and conditions of the AISP are tariff rates in between 0%-5% to be imposed on those AISP items meet the CEPT Rules of Origin criteria and ASEAN content (at least of 40 percent)
