By modeling positive leadership behaviors, the manager is signaling that the staff should adopt these too, which leads to an environment in which all staff are expected to look for the potential in others, encourage involvement in leadership activities, and inspire others based on the belief that everyone has the potential to learn and grow. On units with such a culture, there's generally a belief that growth and development are expected of everyone, and that the time and resources needed for development should be made available to all, not just to those in leadership positions.
