The 2nd Ministerial Conference of FOCAC was held from December 15 to 16, 2003 in Addis Ababa, capital of Ethiopia. Some 70 ministers from China and 44 African states and representatives of some regional and international organizations attended the meeting. Chinese Premier Wen Jiabao, Ethiopian Prime Minister Meles Zenawi, six African presidents, three vice presidents, two prime ministers, and one senate president as well as President Alpha Oumar Konare of the Commission of African Union and representative of the UN Secretary General participated in the opening ceremony and delivered speeches. The theme of the meeting was Pragmatic and Action-Oriented Cooperation. The meeting reviewed the follow-up actions since the 1st Ministerial Conference and adopted the FOCAC Addis Ababa Action Plan (2004-2006). The Chinese government announced that it would further increase assistance for Africa, pledging to train 10,000 professionals in various fields, and give zero-tariff treatment to products exported to China from some of the least developed countries in Africa.
