All the transnational governing institutions described above, barring explicitly judicial bodies such as the ICC,could be viewed as embodying both intergovernmental elements (the EU's European Council and Councils; the WTO's Ministerial Assembly; the UN General Assembly and Security Council) and supranational elements (the EU's Commission and court of justice of the European Union; the WTO's Dispute Settlement Panels; the UN's World Bank and the IMF). the question remains as to how,exactly - if as all- domestic preferences are fed into these transnational institutions.
