Endogenous factors alone cannot account for the rise of SMs. RM theorists also assess the role of outside forces, or third parties, in the development of SMs. McCarthy and Zald argue that ‘conscience constituents’ (individuals and groups who share the movement’s goals and donate resources, but who do not stand to benefit directly from goal-attainment) play a central role (McCarthy and Zald, 1977b: 1221).
