The problem can only be settled if the cause of migration is eliminated. Malta and other countries have, so far, only contributed in this areas by investing in health/educational/spiritual and basic needs.
The United Nations and the EU must aid countries in the developing world by sending representatives to find solutions to improve their situation and by making sure that assistance given does reach the population.
Improving health, education and promoting work in such countries may be a first step in slowing down irregular immigration.
