Local Authorities in Kenya work under the Committee system. There exists a committee comprising members of the council and supervised by the various departmental heads (technocrats) for each of the departments.
Matters pertaining to each of these are brought through notices of motion before the committee where they are deliberated upon and resolutions made. The manner and conduct of debate is provided for under the Local Government Act to ensure consistency and uniformity in conduct of council business. For example, it is provided that notice of meetings in Municipalities has to be issued at least 24 hours before the meeting, while in other local authorities such notice has to be issued not less than seven days preceeding the meeting
