In 1978, the Selective Concentrative Strategy approach (SCS) was born in Myanmar for the
whole township special high yielding paddy production program. The program is started during the 1979-80 fiscal year and extended to cover about 2.4 million hectares in 1981-82 and involved 78 townships. The paddy production has increased by a remarkable 65%, with a national yield raised from 1.65 tons per hectare in 1974 to almost 3 tons per hectare in 1982.
