the second stage, from February through April 1959, was initiated by the Lao Prime Minister's repudiation of the Geneva Agreements of 1954, a prerequisite for introducing an American
military training mission and for increasing American military aid. During this period, Communist China took the lead in a campaign of intimidation against the Lao Government, charging "unscrupulous violation" of the Geneva Agreements and "military incursions" of its southern border. For the first time, the Soviet Union added its voice t o the chorus demanding reactiva- tion of the ICC, declaring that it "fully shared" the concern of its Far Eastern partners over the "serious situation" in Laos.
