The process is correct.
The current license still able to use.
But once the new license issued, the customer must replace with new key within 30 days. After that old license will not valid any more.
Adding/removing old license not affect to systems down. Certified VMware engineer can do that.

May I check what will be the flow of things from now?
For example, is that something like below?
1) CB Bank signs the attached document
2) VMware reissue all license keys again
3) Replace the old license key with new license key at the customer systems (will there be any downtime here?)
4) Once all successful, CB Bank discard/destroy the old license key
