The panel of experts consists of 20 multi-stakeholders, such as
managers and designers, as well as residents and volunteers from
non-government organizations (NGOs). They scored the weight
of these indicators and added a grade to each of them. We have
chosen those indicators accepted by at least 80 percent of the total
experts. If consensus is not reached by over half of them, the indicator
would be revised or eliminated. After three rounds, each indicator
was divided into five levels. The result of this assessment
represents the current effectiveness of this eight-year implementation
in the eight pilot cities.
Combining the grades resulting from the system with site visits
and investigation, the effectiveness of the MSW source-separated
collection of the eight cities can be divided into the following four
performance classes:
