It depends. Not every natural disaster is the same nor are the circumstances of plight. Keeping in mind this was for a hurricane, which usually affects the southern states. There are earthquakes, tornados, and blizzards each with a different reaction and destructive nature. Also, in places like Louisiana, hurricanes are not typical so they werent necessarily adept in natural disaster preparedness. Not to say that there couldnt be variations, of what was done in Louisiana, that might be the framework for other states, cities, and towns.
