In Thailand Tade unions had initially been dissolved in
1958. Recognition of the freedom of association did not
come until 1972-76 following much worker unrest, forcing
the government to create minimum structures to handle
grievances. In 1972 so-called "worker associations" became
the basis of the countries industrial relations. Three years
l ater a new Labour Relations Act (LRA) created the provision
for trade unions, federations and congresses.
