We have concluded that labor is not reduced by storing additional pallets in a forward pick area (short of storing all the pallets of a sku there). However, there may be other benefits not captured in this model, such as reduction of congestion. For example, storing extra pallets in the forward pick area allows one to postpone restocking, perhaps until the end of the shift, so that the restocking truck does not interfere with picking. In effect, the extra pallets allow one to schedule restocking rather than simply responding to need. The cost is more restocking than is absolutely necessary.
