In July,the new'delegation agreement between ESA and the European Union on the deployment phase of the european satellite radio navigation programme galileo' was signed covering ₤1.77 billion for the deployment phase until 2016. Activities in 2014 focused on preparation of the first two full operational capability (FOC) spacecraft launched on 22 august as well as preparation of the FOC satellite operations and ground system verification activities. In earth observation, third-party activities amounted to ₤131 million, mainly including cooperation with the eumetsat on meteosat second generation, MetOp and cooperation with the European commission on copernicus. the copernicus agreement between the european commission and ESA was signed on 28 October.
