Women (as daughters or wives) tend to be the principal carers. The sacrifice is disproportionately theirs. Whereas in a welfare State the tax payer bears the cost, in Singapore a significant part of the cost, not saved but transferred, is passed back to the family. The 1995 survey found that 21.2% of cares had given up their jobs to look after the elderly. As many as a quarter of that number openly expressed feelings of resentment and depression at the burden imposed on their finances, social life, career prospects and even health. Elder abuse is one manifestation of the stress and the alienation. Couples struggling to bring up their own young children might not feel equal to the responsibility of aged parents as well.
