What is SIRE?
The Ship Inspection Report Programme (SIRE) is a tanker risk assessment tool – a large database of up-to-date information about tankers and barges. It is an industry-wide system established 20 years ago and is used by OCIMF members and programme recipients. Inspections of barges and small vessels were included in late 2004.
The database currently contains 19,709 reports on 7,590 vessels from inspections that have been conducted in the last 12 months. On average registered users access more than 10,000 reports from the SIRE database each month.
To comply with anti-trust and competition laws access to SIRE is restricted. Reports are available for a nominal fee and can be accessed by registered companies who charter tankers or operate terminals. Free access to all SIRE reports is provided to Government agencies engaged in port state control activities.
But how does it work?
OCIMF member companies commission vessel inspections and appoint an accredited SIRE inspector.
The inspector gets the vessel particulars and the appropriate Vessel or Barge Inspection Questionnaires from the SIRE database before carrying out an on-board inspection. The inspection looks at a range of on-board activities from cargo handling processes to the vessel’s safety management and pollution prevention measures.
The report is uploaded to the SIRE database. Before the report being available on the SIRE database the vessel operator is given the opportunity to respond to any observations recorded by the inspector.
How should SIRE be used?
SIRE reports do not include a pass/fail outcome. They are downloaded by potential charters of a vessel and provide input to a risk based marine assurance process (Vetting/Screening) to determine the acceptability of a vessel based on that particular charterer’s criteria.
The number of vessels in the SIRE database is 7,590, an increase of 42% since 2005. The number of times individual vessels are inspected has fallen incrementally in the same period. In 2006 each report was assessed by an average of 2.6 registered users, by 2013 this had increased to 6.32

The SIRE database has 7,590 ships, 19,709 reports and 311 registered users. The average number of inspections per vessel per year is 2.49
Who are the reports for?
SIRE access is available, for a nominal fee, to OCIMF members, bulk oil terminal operators, port authorities, canal authorities, oil, power, industrial or oil trading companies which charter tankers/barges as a normal part of their business.
Inspector training, accreditation and auditing
Confidence in SIRE relies heavily on the quality and integrity of the inspection process. This, in turn, is governed by the Ship Inspector Training and Accreditation Programme which plays an important role in the training, examination, auditing and accreditation of SIRE inspectors in a three year cycle. Any SIRE inspection must be conducted by an inspector accredited by OCIMF.
Inspectors – who employs them?
OCIMF members who commission inspections employ or contract accredited SIRE inspectors. The commercial arrangements are solely a matter between the inspectors and the submitting member and are not part of the OCIMF SIRE accreditation system.
Inspections – for whose benefit?
By establishing a standardised, objective inspection process that systematically examines tanker operations and that is shared by OCIMF members and other authorised recipients, SIRE has been instrumental in driving up expectations and behaviours relating to operational and safety standards in the industry. In addition, since its launch, SIRE has contributed to:
 Improved operational standards and a reduced number of incidents.
 The establishment of uniform standards and training for ship inspectors.
 Making reports available to all registered members is fundamental in reducing repeated inspections of the same vessel.
 The reports also provide the ship operator with an independent, professional view of the operation and maintenance of the ship.

“The number of ships in the SIRE database has doubled in the past decade to 7,590 while the number of uses of the reports has increased to 10,388 per month.
