Unlike CM, however, SCM uses the
baseline concept for identifying the
discrete points in time at which
development is measured. SCM identifies
five baselines: (1) functional, (2)
allocated, (3) design, (4) product, and
(5) operational. These baselines do not
have a unidirectional flow from one
through five; rather there is feedback
to all the baseline levels to accommodate
change. State measurement of
these baselines is accomplished with
four CM functions-identification,
control, status accounting, and auditing-that
produce the concrete outputs
management requires.
