19.1.15 Temperature of the external surface of equipment operated by battery or battery pack
[Basic requirements]
The touchable external surface of equipment operated by battery or battery pack shall not cause burns when touched, in order to prevent burn hazards.
[Design standards]
1) The temperatures shown in the table below shall not persist for more than 1 sec.
2) The equipment whose external surface is made of material other than those in the above table or subjected to special surface treatment and undoubtedly does not cause any burn hazard when coming into contact with the skin for 1 second, shall be considered to be in conformity with the requirement in 1).
3) This requirement is not applicable to the following:
a) Industrial equipment, FA equipment, and similar equipment
Note: The term "similar equipment" refers to equipment that complies with the conditions specified in 1.2 "Scope (products)," except the condition "Equipment which is entirely covered by metal and has a grounded construction."
b) High temperature conditions are well-known to users, and warnings for high temperatures are provided on the equipment. (Lamp cover of DC light for camcorder (illumination lamp installed on a camcorder), etc.)
[Criteria]
1) Compliance is determined by measuring the temperature of the external surface.
a) Compliance is determined by inspection under all conceivable abnormal conditions (including abnormal conditions of the equipment, the battery, or the battery pack).
(1) The term "conceivable abnormal conditions" refers to short/open circuit, malfunction of feedback circuits, characteristic deterioration of active components, and other similar conditions.
However, abnormal conditions against which reasonably practicable measures evidently cannot be taken shall be considered not to take place if actions which cause such abnormal conditions are prohibited by the warning display in the instruction manual or on the body of the equipment, and are also prohibited by the warning display in the instruction manual or on the body of the specified battery or battery pack.
b) If the model or part number of the specified battery or battery pack to be used with the equipment is clearly indicated in the instruction manual or on the body of the equipment, compliance can be determined by using a combination that includes the specified battery or battery pack
2) Compliance is determined on the basis of the design specifications and by whether or not the external surface of the equipment causes a burn hazard when held in contact with the skin for 1 second.
