The operation of the kokudaka tax system, due to a generally understated tax base and relatively stable tax rate combined ing with gradual but steady increases in rice production through improved farming methods and implements, more efficient use of fertilizers and reclamation of farmland, as well as a generally stable population growth resulted in greater amounts of excess rice available to the peasant-farmers which could be converted into money.
