In 1980 the landscape of for-hire services in the United States changed dramatically. Within a few short months, the economic and political regulatory infrastructure of transportation in the United States shifted from economic to social regulation as a result of the passage of the Motor Carrier Regulatory Reform and Modernization Act (MCA-80)and the Staggers Rail Act.
