State appropriation of forest management (90% of India's
64 million-hectare of the forest area is under state ownership) and
its gradual “toughening” of “privileges of accessing forest resources”
of a huge proportion of the poor and marginalized sections of the
society have paved the way for a deep-rooted antagonism between
the state and forest-dependent communities.
