Duties and Responsibilities
- Assist in negotiating agreements with NGO or other implementing partners and ensure that partnership agreements are established in conformity with UNHCR’s financial rules and the valid Headquarters’ instructions.
- Undertake monitoring of partnership project implementation and analyze project performance to measure the impact of the projects and trends.
- Review and verify the reports submitted by the implementing partners and report findings to the relevant managers at the Regional Office.
- Assess the technical soundness of the projects by means of UNHCR’s corporate management tools and generate data for evidence-based decisions by the Programme Unit.
- Assist in ensuring compliance in issuance of audit certificates for the implementing partners if/as necessary.
- Provide inputs for the country operations plan (including budgets, staffing levels and structures) as well as prepare inputs for funding submissions, appeals and reports.
- Enforce compliance with UNHCR’s global strategies, protocols and guidelines.
Represent UNHCR in physical monitoring of projects.
- Undertake contractual and other processes that derive from the partnership agreements.
- Perform other duties as required.
Required Qualifications for Both Internal and External Applicants
- Applicants must be Thai national.
- Completion of Secondary education and post-secondary training/certificate in Business Administration, Social Science, International Law or related fields
- Minimum 6 years of previous job experience relevant to the function
- Basic knowledge of UNHCR and its mandate
- Knowledge and skills in accounting and financial management and/or UNHCR financial rules, procedures and processes for internal applicants
- Completion of specific training and/or UNHCR learning programmes for the internal applicants relevant to functions of the position
- Computer skills in Windows OS, Microsoft Office applications and UNHCR’s management tools e.g. MSRP, Focus, etc.
- Fluency in English and working knowledge of another relevant UN language or local language
