National security is unlikely to become an issue when discussing disaster assistance if
disaster management measures are addressed proactively during a time of normalcy, and not only during a crisis. Completing risk assessment and disaster research ahead of time
is a good countermeasure to the risks a nation is already prone to. To do so,
collaborative efforts have to be made across national jurisdictions. Nations will need a
transboundary perspective to deploy data collecting technologies and attain
interoperability amongst regional knowledge systems. Most often, countries are less
committed to regional declarations and policies due to deeper concerns about their own
internal exigencies. Additionally, from the military's perspective, there exist serious
concerns regarding national security when information sharing across jurisdictions is
considered. This can be viewed as a national security risk in itself. This fear of
rendering a nation vulnerable through information sharing is the military's chief
discomfort with military-civilian cooperation efforts.
