This has both positively and negatively affected the socio-political processes of backward societies. Thailand has not been an exception to these processes in that thereafter it has not been able to carry forward its traditional policy. The Thai masses on the sufficient progressive socio-political foundation have now capable to ask the rulers the total democratic change. This has witnessed the rise of popular polity on the Thai horizon in the real sense of the term, totally different from preceding forms. Out of 99, 73 representatives chosen through the complicated nomination process from the various provinces were returned to the Constitutional Assembly. The draft constitution prepared by the Assembly was presented for open free and fair debate throughout the country in order to secure the legitimacy of it by the people.
