Poly-communalism also creates certain administrative problems. Theoretically speaking, the government officers have to implement the laws without any favouritism and discrimination. But a government official would develop a greater sense of loyalty towards the members of hus own community than towards the government. In this process, a dominant minority community gains a high proportion of representation in matters of recruitment, while creating dissatisfaction among the larger number of people. To diffuse the situation and protect the interests of other minorities quota or reservation systems are adopted to provide some sort of proportional representation to all communities in administration. However, ,such arrangements would lead to compartmentalisation and mutual hostility among various communities, which may further generate non-cooperation and increase tensions among the rival communities working in various government agencies. This situation, however, is not peculiar to developing countries alone. The Whiteman- Negro relations in Southern America also relates to the same problem.
