to 2000
Delegation
The prefecture of Longyan, where the two study
sites are located, issued a policy directive in 1988 to
introduce the ‘director responsibility system’, or
delegated management powers (seeFig. 1) in the
health sector which gave managers control over
finances and management including
the power to plan for, recruit, reward, punish and
dismiss health staff according to hospital needs
and staff performance .. [and to]yrefuse to
receive any person they don’t need’ (Government
of Longyan Administrative District, 1988).
Implementation of the policy appears to have
been problematic. First, the process of decentralisation was governed by this single instrument which
contained little detail on the implementation process
of any aspects of managerial decentralisation
including the management of human resources.
Second, hospitals were not adequately prepared for
