Government and public sector policy advisors, especially those responsible for policy implementation, often appear to inhabit different worlds and use different language from those starting and running small businesses. This can be frustrating for enterprising individuals who hear encouraging messages from government leaders and agencies, but who encounter practical difficulties in gaining access to the resources, support and oppor¬tunities they need to start and run their businesses. So the relationship between government policy and rhetoric, which espouses the values of an enterprising society and culture, and the practice of entrepreneurship by individuals is not well understood.
