I would agree with the view that deconcentration denotes more degegation to a subordinate officer of capacity to act in the name supior without a real transfer of authority (white 1959) and relegation refers to relation in which powers are formally conferred under law on an executive agency or by an administrative order to a subordinate or from one level of goverment yo another (macmakon 1961 : 16) where again there is no real transfer of authority . Through the process of privatization some governments have no doubt divested themselves of of responsibilities for functions and have either tranferred them to voluntary organizations for cooperatives or allowed them to be peformedby private enterprises but is most of these instances
governments continue to exercise some amount of supervision and support. at the margin the distinction between privatization and delegation is blurred.
