3.2.2. Adjusting the timing of PERS execution
A PERS report has to be prepared in the initial stage of formulating
the plan (or program) so that the results of the PERS are easily reflected
in the plan. Public and the related agencies are given ample opportunities
to express their opinions regarding the PERS report since it is
prepared at an early stage in the planning process and they can suggest
comments within a set period of time. Fig. 1 illustrates a significant
changemade in the PERS process before and after the amendment of the
legal basis on June 2006.
