2. Structural paradigm
2.1 It asserts that environmental disasters are not primarily
dependent on physical processes. Thus the severity of disaster
impact is related more to the scale of human exploitation than to
the stresses imposed by nature.
2.2 Many disasters occur in areas experiencing rapid environment &
social change. That disasters regularly recur in poor countries is
increasingly linked to the fact that the available response severely
limited by a lack of resources.
2.3 Belief that disasters in the Third World are characteristic rather
than Accidental.
2.4 For sustainable development & disaster reduction to occur
together, the structuralism view stresses a reliance on local
knowledge rather than imported technology.
