The statements regarding Kusadasi and Bodrum seem
to be still valid formany local tourist destinations in
Turkey, owing to the fact that not much progress has
been made in the decentralisation of the public administration
system since 1980. Moreover, &2decentralisation
practices created an opposite move towards centralisation
in the 1980s' (Tosun & Jenkins, 1996, p. 528) and
local bodies have been organised in a way that can still be
used by the ruling party. Hence, if central and local
government are not in the same political party,
this creates con#ict and further problems in terms of
#exibility, simply because of partisanship.
