Protocol Annotation: All trafficked persons require some level of medical and/or
psychological assistance as well as basic resources such as food and clothing.
Governments that are financially able to provide such assistance should make a
commitment to do so and governments that lack resources should use their ‘best efforts’
All governments holding confiscated trafficking assets should have an absolute obligation to
provide such assistance. Furthermore, all governments, rich or poor, should refer trafficked
persons to appropriate NGO service providers
