The lack of reframing may also explain why no institutional
changes have followed from the numerous old-growth forest conflicts
and the policy and planning processes established to address them.
The Act on Metsähallitus has been reformed a number of times in
the recent decades, but without making it in line with the overall
development of participatory rights in environmental legislation in
Finland. The hesitancy of the Ministry of Agriculture and Forestry to
propose such changes is explained at least in part by the differing
ideas about the role of Metsähallitus present in the different frames
(see Schmidt, 2008: 308). This is captured in the following quote
from an interview with a central forestry officer at the Ministry.
When asked whether Metsähallitus' participatory planning should
be regulated similarly to spatial planning or the management of Wilderness
Areas, he replied:
