WWW (World-Wide-Web)-based TelePACS (PACS :
Picture Archiving and Communications Sys-tems) can
make it possible for medical doctors to search and receive
medical image data from remote servers without special
image viewing tools. WWW-based TelePACS can
communicate with world wide hospitals through Internet
using HTTP (Hyper Text Transport Protocol), therefore
small size hospital can access the large medical center
PACS without expensive image viewing tools and can
consult with radiological experts easily. In spite of these
advantages, the speed limits of Internet may decrease the
performances of WWW-based TelePACS. PSTN and NISDN
are prevalent in Internet connection but they have
the limitation, which is low speed. T1, El or Information
Super High Way is the best solution for Internet, however
