Hillary Clinton supports comprehensive legislation that would include significant increases in border security, to go along with a pathway to citizenship for undocumented immigrants. Her proposal is not an amnesty like the one President Ronald Reagan signed in 1986. It requires immigrants to meet qualifications that were not in that law and to wait for years before they can become citizens. The comprehensive bill that passed the Senate in 2013, which Mrs. Clinton supported, included an increase of $46 billion for border security and would have expanded the Border Patrol to more than 38,000 agents, about 18,000 agents more than its current size.
