The government, concerned with the tremendous tensions generated by the PPP's virulent propaganda for Islam. Suharto embarked on an intensive program of emphasizing the "Pancasila (five principles) doctrine enshrined in the 1954 constitution:
- belief in one god
- humanitarianism
- national unity
- consensual democracy
- social justice
In late 1970s, Pancasila was equated by Suharto government with traditional indigenous values of social harmony, political consensus, and culturally neutral norms of behavior in plural society.
