Caveen et al. (2013) point out that much of the work feeding international agreements on MPAs comes from like-minded individuals working in international organizations, science and MPA management. In their interpretation, these actors believe that MPAs are the appropriate tool for biodiversity protection and express this view in a wide range of publications with guidelines and best practices. The authors also observe that through social networks, country experts have taken this knowledge home and advised their governments on marine protection policies that eventually reflect the international guidelines.
