NORRASING, I've looked into your account and the item you mentioned. As what I can see here, the seller is no longer with eBay and the item listing has been removed. To get a refund for your payment, the best course of action that you can take is open a case on eBay. However NORRASING, I tried opening an eBay Money Back Guarantee case but PayPal reported that I can't. This could be for a number of reasons:
1. There's a PayPal case filed.
2. Buyer disputed the charge with PayPal (buyer claiming fraudulent charge).
3. Buyer filed chargeback.
When you purchase an item on eBay with PayPal, you have the option to open a case with PayPal or with eBay Money Back Guarantee, but not both. The reason as to why we do not allow you to open both is because it could result in the seller being charged twice for the same transaction.
If you've already opened a claim through PayPal, you simply need to continue working with PayPal. Also, you might want to contact your Local Post Office or Customs to see if the item has arrived.
