4. A closer look at some components of safety management
In order to demonstrate the relevance of the distinctions made
above and also provide some guidance on how safety management
should be designed in view of these distinctions and the resulting
organizational contingencies, three components of safety management
as well as the overarching concept of safety culture will be
discussed. The three components – standards and procedures,
safety training, incident reporting and investigation – were chosen
because they are among the components most commonly introduced
in high-risk industries while also being more in need of
adaptation to particular circumstances, compared to, for instance
drawing up a safety policy or ensuring human factors based system
