1) Personnel service costs have been appropriately recorded and distributed based on distribution activity. (APG5.21 - APG5.25)
2) Personnel services costs incurred were properly approved.
3) Personnel services costs were not materially misstated because of processing errors
4) A liability was accrued for all costs related to the period.
5) If subject to prior approval, in accordance with A-122, or terms of the award, the changes were approved in advance (equipment and travel). (APG5.25)
