The development of both the private rice and maize seed markets have been a recent phenomenon. The hybrid maize seed market began in 1991, while the first private rice seed collector just began its business in 1998. In fact when farmers began to grow maize in response to the expansion of chicken export in the mid-1970s, they used OPV seeds. The adoption of hybrid seeds began to surge rapidly only after a private company successfully introduced the high yield single cross hybrid seed in 1991. Despite the government support of the farmer-led community rice centers to produce rice seeds, the growth of the private seed collectors began after the rapid expansion of the dry-season rice which required the use of non-photo sensitive varieties. Later farmers in the flood-prone areas who need to change their crop calendar to avoid the seasonal flood also use the non-photo sensitive varieties.
