The amount of each water pollutant discharged from 3 sources: industries, household and land use is closely influenced by the industrial factors (industrial structure, technological level), demographic factors (population scale, population structure) and land factors (land type, land area). Both the policies introduced against the water pollution structure and characteristics and industrial restructuring have been considered in the model to meet the WPD constraints with maximum GRP as objective function. Production decrease in some sectors leads to industrial restructuring following an order determined by the WPD coefficients and value added rate of each industry jointly with industries having higher WPD coefficients and lower value added rates as priority. The model forms an OPC which is affected by the pollutant joint-removal efficiencies of technologies
