In fact, it turns out Alice and Bob are able to satisfy the perfect play requirement and an average of 11.815 bits of total capacity per game. And so, yet again, Wendy finds herself suspecting Alice and Bob are using Tic-Tac-Toe to share secrets, yet she is still unable to determine when they are doing so.
