One of the instruments that can be used to do this is the Citizen Report Card, which is a monitoring and evaluation tool that engages citizens The tool can be used for any kind of purpose, depending on the criteria established in"grading" the local government's performance in urban management. It can combine good governance and sustainable urban development(such as"to what extent citizens have been involved in the decision-making process" in order to grade participation, and"to what extent budgets allocated have been used effectively to rehabilitate the environment" in order to grade effectiveness). The benefit of this tool is that it increases local government accountability, creates a stronger sense of ownership of urban development processes amongst citizens and local government officials, and provides venues for socialization and education in sustainable urban development. Citizen Report Cards can only be effective if conducted not only once, but on a regular basis(annually or biannually)
