The Human Development Report 2013 highlights
Malaysia’s predicament which is seen to be in a
‘middle-income trap’. The country is no longer able
to compete with neighboring countries in low-cost
production and lacks the skills for high-end tasks in
global production networks. Malaysia’s progress is
restrained by inadequate research and development
capacity, lack of design and process engineers,
and technical and production workers.
