Progressing the Dialogue
Should the MPT choose to progress the development of a new Number Plan and Number Management regime for the Lao PDR, dialogue with all stakeholders is necessary to achieve the best workable results. A key aspect will be the formation of a Numbering panel or committee to address each aspect in depth and to address conflicts or other difficulties. Individuals on the Panel need to be able to appreciate detailed issues, speak authoritatively for their organisation, and are able to bring organisation perspectives and decisions to the dialogue.
Key starting point issues might be:
• Detailed assessment of options proposed in this paper or consideration of other options
• Fixed Services and area codes (2 or 3 digits, migration to a closed numbering scheme)
• Most appropriate groupings of area codes for the initial recovery of three digits,
• Recovery of one (or more) further digits from the fixed services ranges
• Best placement of mobile number blocks (if there are options from those proposed)
• Impacts (if any) on other services and possible resolution
• Proposals for a public publicity campaign to ensure community awareness - including Costs, Messages, Sequence of material, Use of celebrity to assist the process
• Development of a rollout programfor the changes to the numbering plan. This may involve regional change first to test systems
• Ensure adequate time for change to operator systems and if necessary, equipment.
