The proposed architecture of Fig. 1 consists of a query planner via which the end-user
attains access to governmental information. The query is set to a user interface either in the
form of terms or in plain text. The query planner, responsible for efficiently handling the
query by collaborating with the proper components of the digital library, handles the
submitted question and proceeds by deciding where the query must be executed, for what
it must search, and which of the results must be returned.
